To configure telnet to use NTLM authentication, what user needs to do is to go to Telnet Server Administration.

Next, you need to press the 3 to access the registry.

Next, you need to press 7 to access the NTLM. When prompted whether user would like to make changes to this value press Y. To enable it, set the NTLM 2 else to disable 0.
